Neil clarified the quote attributed to him in Rosalind Adams’ article “How Private Equity Trumped Social Equity in State Cannabis Deal” in the City.nyc, that he thought the structure of the New York Public Equity Fund was a bad idea, not that the idea of such a fund itself was a bad idea. He pointed out that at a conference with 100+ cannabis lawyers, not a single one could identify a state or local equity program that had actually been successful, absent possibly block grants to social equity licensees.
